    As part of our sustainable transport policy, we are progressively improving key walking routes to schools and making them safer for all road users such as children. This documents outlines our proposal to improve pedestrian access to Harlesden Primary School in Minet Avenue.

    Why are we proposing this change?
    As a part of the recent expansion programme for Harlesden Primary School the school entrance
    was relocated from Acton Lane to Minet Avenue. Brent Council has received many complaints
    from the school and parents in relation to their concerns about the safety of pupils trying to access
    the school due to congestion and obstructive parking. In addition there have been a number of
    accidents reported by the school involving school pupils and motor vehicles in the section of Minet
    Avenue between Acton Lane and the gated closure outside the school.
    Brent Council also receives regular complaints with regards to vehicles driving through the
    emergency services access gate that was installed to reduce traffic and improve safety in Minet
    Avenue by the school.

    What are the proposed improvements?
    The scheme proposals are shown in the attached drawing. In summary the proposals
    include:
    The introduction of a Pedestrian and Cycle zone in Minet Avenue between Acton Lane
    and the existing gated closure, between 8:15 to 9:15am and 2:30 to 4:00pm. Residents
    of this section of Minet Avenue will be issued with a permit (free of charge) and will be
    exempt from the proposed restrictions together with emergency services vehicles, blue
    badge holders and permitted delivery vehicles.
    Introduction of timed “Pedestrian and Cycle” zone signs and a CCTV camera to help the
    enforcement of this area to improve safety of children and all pedestrians.
    The introduction of school keep clear marking outside the two new accesses of the
    school
    Parking bays outside the school will be amended as shown on the plan to facilitate the
    proposals above

    Why are we proposing this change?
    In 2017 Brent Council introduced a number of road safety improvements in roads around the
    Wykeham Primary school. This was in response to concerns raised by the school, local ward
    councillors and residents submitting a petition to Brent Council. Although we have installed a
    number of improvements to stop the obstructive parking on footways and Carriageway, and to
    reduce congestion in Annesley Close. The situation had not improved and drivers continue to
    obstruct the Carriageway and the Footways during the school peak hours at am and pm.
    The proposals we have introduced include the installation of Pedestrian Guard rails, Street trees
    and the installation of the School Keep Clear marking.

    What are the proposed improvements?
    The scheme proposals are shown in the attached drawing. In summary the proposals include:
    The introduction of a Pedestrian and Cycle zone in Annesley Close from its junction with
    Aboyne Road and the turning circle, between 8:15 to 9:15am and 2:30 to 4:00pm. The

    proposed restrictions.

  • Roding Valley Station to W/bridge & West Hatch School (CAP App. I.2.1)

    The current on-road route to cycle between Roding Valley Tube Station, Buckhurst Hill and West Hatch High School is 2.3 miles in length, an off-road could be safer and approx. 1 mile shorter.
    Partly 3m wide unlit off-road and part on- road approx. 1.3 mile long cycle route along existing bridleway, from Hornbeam Road under the Central Line and over the River Roding and M11, along Luxborough Lane to West Hatch School.
    * Scheme could continue south-west along the A113 Chigwell High Road to the LB Redbridge border.
    * West of Roding Valley Tube Station along Station Way and Farm Way, a part off-road (to Forest Edge) and part on-road route
    could provide a link to North Woodford.
    * Indicative Cost does not include stats diversions and new bridge over River
    Roding.

  • The Reach Free School to Mill End and Maple Cross, Hertfordshire

    The Reach Free School plans to move to a permanent site in Mill End, Rickmansworth, Herts. There has been a public exhibition of the draft proposals so that the Education Funding Agency can gather feedback before it submits a planning application to Three Rivers District Council. At the exhibition, the draft cycling/walking routes linking the school to Mill End and Maple Cross seemed to be unsatisfactory and to conflict with the adopted Three Rivers Local Plan.

  • Bishop's Croft

    Old Church Road is narrow and twisty, yet some motorists see it as a good place to travel at speed and overtake. It would be nice if the Bishop of Birmingham could be persuaded to encourage people to walk and cycle along here. There is a gate at one end, but it is rotten and could be replaced with a half barrier gate, to create the required filtered permeability.
    Alternatively a small corner of land at the gated end could be used to create a direct connection with Old Church Avenue.
    Note that there is a school at the gated end, which of course encourages motor traffic. Improving the walking and cycling routes here would reduce the motor traffic.

  • Shelfords and Stapleford School Bus Cancellation

    Dear Sir/ Madam

    I'm in need of some expert advice/ opinions regarding a shared stretch of national cycle route in South Cambridge.
    Cambridge County Council have notified hundreds of parents, myself included, that they are withdrawing the home to school buses from the Shelfords and Stapleford areas to Sawston Village College. They have assessed the route and claim it is safe for a child accompanied by an adult to walk to school. It is this criteria that I'm challenging, on the grounds of safety.
    I'm in the process of appealing the decision along with many others. The particular stretch of path that I feel is highly dangerous is on the way out of Stapleford on A1301 after the bridge over the river Cam, I'll attach some pictures that I lifted from google streetmaps which should give an idea of the dangers. This is a single pass stretch with limited field of vision next to a 50mph limit main A road into Cambridge.
    Ideally it would be great to have the recommended 2.1m for each cycle lane plus footpath, but obviously CCC prefer to cut and not spend and in doing so endanger young peoples lives.
    I rack up 100 miles most weeks on my bike, so this is very much from an experienced cyclists perspective and I know this decision will only put more cars on the road, as well as make the cycle route more dangerous for cyclists and pedestrians alike.
    Is this something you think you could help with? and are there any other campaigners/ experts who might be interested too?
    I have until 11 May to submit the appeal form, the appeal hearing is mid June I think.

    Proposed alternative route for cyclists on quiet roads and existing footpaths from Pinewood Park to Fernhill Schools avoiding Sandy Lane and Chapel Lane. Would require improvements to footpaths to make them safe for cycling and a change of status to SUP. Also requires a safe crossing on Fernhill Road. Proposed by Cllr Muschamp.

    This proposed Maple Cross to Shepherd Primary School cycle route follows the existing Maple Cross to Rickmansworth route as far as the Long Lane/Eastwick Crescent junction in Mill End.

    The new part of the route consists of:
    * Part of the new Long Lane residential service road.
    * Part of Kenwood Drive.
    * Part of the old Long Lane road.
    * Rickmansworth Footpath 012 (upgraded to a bridleway).
    * Beresford Road.
    * Part of Penn Road.
    * Part of the south east path through King George V Playing Fields, Mill End.
    * The pathway leading to the new pedestrian entrance to Shepherd Primary School, near its cycle parking area.

  • Regents High School Redevelopment Proposed Highway Works

    The proposals seek to improve road safety on the streets surrounding Regents High school in Somers Town which is being rebuilt. This school is labelled "South Camden Community School" on the map.

    Currently the school is accessed from Charrington Street but the new building is going to face the other way and will be accessed via Chalton Street. Therefore most of the proposal are related to making a new school entrance and building out the footways in Chalton Street while taking them away in Charrington Street. All of this is clearly necessary, but doesn't appear to add to road safety.

    The council also proposes a new speed table at the junction of Chalton Street and Aldenham Street. This would help with road safety.

    Cyclists are already concerned with the rat-running on Ossulston Street; this quite likely accesses Eversholt Street via Chalton Street. Surely we should ask for this rat running to be prevented both for the safety of the cycle route and for children going to Regents High School?

  • Ashwicken School Rebuild

    This is Norfolk county matters application http://eplanning.norfolk.gov.uk/PlanAppDisp.aspx?AppNo=Y/2/2013/2013 due to be heard in a meeting starting Fri 6 Dec 2013 10am at County Hall, Norwich. 7 cycle parking spaces were proposed. I objected for KLWNBUG on the grounds that 26 should be provided. Norfolk County Council Highways suggested 14 spaces and a Standard Highway Condition (27 I think) which would leave it to the Borough Council to enforce, who don't have a great track record on that in my experience. The Borough Green Infrastructure Officer didn't comment on cycle parking. Norfolk Police seem OK with the final revision. NCC planning officer suggested that if the 14 are used then it could be expanded without further application and confirmed that as a county development, there's no scope for section 106 funds for building cycle tracks to neighbouring villages.
