This is a planning application variation for 42 Fen Road, Milton. Application no (south cambs) is S/0756/12/VC
Permission had been given, but I noted as I passed the other day, that there was an application for a variation. Looking at this, one item seems to be to vary the "cycle storage".
From the description in Addendum to Design, Access & Herigage Statement in plans and docs:
I quote
"The bin / cycle store has been relocated and enlarged to allow for a tool shed. It was felt that
the proximity of the previous store to the proposed dwelling had an adverse impact on the
street scene and cluttered up the entrance area. By setting it back within the garden space it
was felt this would positively enhance the character of the area. Additionally, as a temporary
structure it is felt this would not have any more of an impact on the surrounding trees than
the current position of the bin store."
Or if you look at the map, the cycle "storage" (should that be parking?) now appears to be round the back end of the garden, and as a hedge is shown surrounding the car parked at the front of the property, I am at a loss as to how it would be at all convenient to ever get a bike out of this shed, rather than just getting into the car.
Of note is the fact that this proposed house is about 15 yards off NCN 11. In one direction*; this gives a virtually traffic-free route almost into Cambridge city centre or to Waterbeach railway station. In the other direction, NCN 11 heads through Milton Country Park, leading almost directly to the local Tesco superstore as well as to the Coston bridge, Science Park, Guided Busway. Thus, it could be possible to live an almost entirely car-free existence at this location.
*Fen Road is erroneously described as a cul-de-sac in the application. It is to motor vehicles, but is in fact a through route to the city centre for cycles and pedestrians.
From the 2004 South Cambs local plan
"To promote the use of more sustainable modes of transport, such as public transport,
walking and cycling by making such modes more accessible, safer and more attractive
to use.," and "To promote sustainable travel by ensuring new development takes place in highly
accessible locations."
" To limit the amount of car parking provided in new developments, where appropriate,
to reduce over-reliance on the car." "adopting on-site and/or off-site design features that promote
access by non-car modes as far as practicable (including
walking and cycling) and facilitate and encourage their use"
Of course there appears to be nothing about accessibility of cycle parking cf car parking, unlike the City Council local plan.
Is it worth putting in an objection? The publicity end date is 5th June.

Walthamstow High Street has a busy market, which makes it near impossible to cycle. Outside market times it has 'no vehicles allowed' signs. Even in the middle of the night it is illegal to cycle trough he spooky quiet High Street.
There is virtually no cycle parking along the High street, only at the nodes. Provision is particularly poor in the middle by the Sainsbury supermarket.

Access to and return journey from the Crematorium is a real challenge for the cyclist. Indeed, chances are you may end up in it if you try to ride your bike there.
Here we have a essential public service which is accessible by car only. Is this acceptable ?
These issues arise also if a convoy of bicycles was to accompany a coffin.

Turnstone, a consortium, is hoping to build a new town, to be named Denny St Francis, adjacent to Waterbeach (the barracks site, plus). Like any large development, cycling conditions need to be good.
Converting one-way streets to two-way cycling has long been a Cambridge Cycling Campaign priority.
Progress has been made, with Hope Street being made into a two-way street with a no motor vehicles exemption at one end.
Now that Except Cycles signs under No Entry signs are permitted there is scope for extending this to Romsey Streets.

The Cambridge East development is in the 2006 Cambridge Local Plan and would have a big effect on cycling and traffic more generally in the area.

The City Council will be designating Sheep's Green & Coe Fen as a local nature reserve in 2012, in recognition of the site’s value for both wildlife and recreation.
As part of the process, a management plan has been prepared to establish a long-term vision for the site and to guide ongoing maintenance and habitat-restoration works.
They are seeking public comments on the draft plan, prior to formal adoption and designation of the site.
It is important that the proposals are scrutinised to check whether this will have any effects in the longer term on cycling and path improvements.

Now that the East Road gas works have finished, the road has been patched up, but in a very bumpy way. Although the tarmac is smooth, it is not at the same height as the original road so riding along is continually bumpy.

Planning application to demolish 32-38 Station Road and build two office blocks. This is a revised application.
Application is called 'Fifty & Sixty Station Road'.
Documents are completely inadequate for this listed building. I submitted this objection:

The application form indicates that there is currently no cycle parking and that none is intended. This is unacceptable - the development must conform to the Council's standards in quantity, location and type.
There are insufficient graphic details on which to assess the application.

We note that 3 Sheffield stands are shown within the cycle shelter - good provision for a site which is on the city's Signed Primary Cycle Network. It is important that they should not be installed too close to the rear wall, and that the spacing between each and between stands and side wall should meet the City Council's standards - see Cycle Parking Guide.
Only 3 bins are shown - is this acceptable, for recycling etc?

We are concerned that there may not be sufficient space in the rear "bikes and bins" (unattractive combination!) room. It is important that the Sheffield stands indicated should be installed as shown, and to park or remove a bike, rearward space is essential (See the City Council Cycle Parking Guide), adequate as drawn. But only five refuse bins are shown, one for each apartment. Normally each would need 3 bins (black, blue, green), for which there would clearly be insufficient space.

The documents state that cycle parking is to be increased to 4 spaces (staff) and 6 spaces (pupils), but gives no indication as to its type, location, or whether it is sheltered.
We consider the quantity to be provided seems unambitious, especially considering the site is in a quiet street close to routes on the city's signed primary cycle network. The cycle parking should be of Sheffield stands, convenient to the building's entrances, in a clearly visible location, and sheltered. See the City Council's Cycle Parking Guide for information.
We recommend that more spaces should also be provided, better to encourage a healthy alternative to car use. We note that the site is a listed building whose character and surroundings are not likely to be enhanced by full occupation of the "ample" car parking mentioned in the D+A Statement.

Plans are mooted to paint directional signs on the roads in the city centre to alert bike users to the legal direction of travel.
There has been stepped access from the riverside to Victoria Bridge for years, possibly since the bridge's construction.
Victoria Bridge is currently closed pending refurbishment/reconstruction due to its dilapidated and dangerous condition; there may be S106 money available from the developers of the adjacent Western Riverside housing development. It's crucial to write to local councillors expressing the community's desire to have the bridge access not merely restored, but enhanced, for the benefit of cyclists, pedestrians and less-able users of the bridge and riverside.

Large piece of concrete partially blocking access. If this was put here to stop motorbikes, then it is obviously ineffective due to eroded bank on right hand side.

The new road layout here means that eastbound cyclists travelling straight-on find themselves in the left-turn lane, stopped by a Red light, and blocking traffic turning left into the Park and Ride who have a Green left turn filter.
The road markings seem to expect cyclists in this lane to go straight ahead, even though it's the left turn lane, because it is guided into the onward eastbound cycle lane. Just feels wrong and leaves cyclists vulnerable to the left turning traffic.
There should be a 'redmac' cycle lane between the left turn lane and the right hand lane. The road markings should guide cyclists from this lane into the eastbound cycle lane instead of from the left turn lane.

Comments welcome please on this consultation about barriers on rights of way.
Pedals believes that any kind of barriers should be avoided as far as possible, especially those of the A-frame design. If access controls really are needed they should take the form of bollards (or staggered bollards) rather than barrier.

Morning all
Some of you will recall taking part in its preparation.
We are in the process of reviewing the attached Policy. The policy was in response to complaints about the design of barriers the council have used on rights of way to deal with motorcycles and users safety. Although barriers help deter illegal use some designs were causing problems for disabled citizens, mobility scooters, double buggies and cyclists. When deciding whether a barrier is the best solution for a particular problem/location, the policy has helped provide a consistent approach.
As part of the review do you have any comments on the policy, for example is there anything else the policy should include so the rights of way network is kept free from unnecessary obstructions and is accessible by all? Please forward onto any contacts who may have an interest.

Access for cyclists, pedestrians with buggies or wheelchairs is poor here. Pavement is not flush to carriageway, barriers effectively block access & there are oftern cars parked too. As a part of the 'London Cycle Network' (74) it is substandard. If the route is intended for cyclists, it should be made accessible to them. Other users (car drivers) should be prevented from blocking it.
In addition, there is a 'cyclists dismount' sign!

Stanbroughbury is the new housing area proposed by Gascoyne-Cecil Estates (Hatfield House) in the area north of Hatfield Garden Village. The suggested route above would pass through the housing.
The route would directly link the new housing to Hatfield Station via a cycling and walking route of about a mile. To achieve this requires a new bridge over the A1(M) and Comet Way and makes use of the handy gap in the housing into the Birchwood estate at this point. As the alternatives for cars are a longer way round via Wellfield Road or via Stanborough, this new route would give waling and cycling a time advantage which would therefore incentivise use.
The route assumes a second entrance to Hatfield station at the north end of platforms 2/3 either onto Beaconsfield Road or St Albans Road East. This will be needed anyway as demand at the station increases. Opening this second entrance will also encourage walking to and from the north and west of Hatfield as it will shorten walking times quite considerably. This second entrance should be for walking and cycling only.

Heading southbound from New Malden along Malden Road, there is a segregated bike path for most of the route between the Fountain Roundabout and the A3. Unfortunately it ends around 100m before the A3 junction, and bikes are forced back onto the busy A2043.
It would be a good idea to link the bike path along the A2043 to paths around the roundabout, to make a joined up route.

You may remember that Hounslow Council issued plans for a cycleway between Boston Manor Underground Station and the GSK complex back in 2014. The recent revised plan is for a bidirectional protected cycleway on the western side of Boston Manor Road. It includes plans for separation between the cycleway and bus stops. There are still places where cars can be driven over the cycleway at entrances to Boston Manor Park and car parking bays planned to be located between the cycleway and the properties opposite Manor Vale. We broadly support the plans, but please send in your concerns too. The consultation ends on 3rd June.

Ranty Highwayman has a note on them. Given the flooding that is prone on the ring road probably need to be pushing this with KM for the side roads that will be built to get them spec'd up to include the drainage.

Planning application 15/02303/FUL is to make Long lane open to motor vehicles so that they can reach 10 new houses on Pyotts Hill House.
This will be debated at 6.30pm on Wednesday 10 August at the Civic Offices Basingstoke.
Cycle Basingstoke has already objected because the road along Long lane is only 3metres wide and pedestrians, cyclists, lorries and cars will have to share this space.

Area Estates are proposing to build a retail park on the former Smiths Industries site between Winchester Road and Harrow Way, in Basingstoke. This was formerly owned by Tesco, who failed to build a supermarket there.
No cycling access has been proposed, and the provision for cycle parking is inadequate - insufficient for customers, and none for staff.

For the last year Torrington Place and Tavistock Place have had segregated cycle tracks on both sides of the street. This consultation is about making the current trial arrangement permanent. The current lightly segregated tracks would mostly become stepped tracks and there would be other improvements to junctions as well as increased space for pedestrians. There is a lot of local support but also significant opposition, mostly from residents of Judd and other streets where motor traffic volumes have increased. We think this can be corrected by the (separate) proposed changes to Judd Street and at Brunswick Square.
It's important that all cyclists and others in favour respond using the website below. Otherwise we are in danger of losing this flagship facility. You don't have to live in Camden but you do need to provide an address and postcode.

There is now a nice cycle path that takes you from the river away from Devorgilla bridge, but there is no easy way to go from there to the College Street cycle track or Terregles Street as both Market Square and Howgate Street are one-way going the other way. Adding an 'except cycles' sign and allowing contraflow cycling along Market Square (which is not a fast or busy road), combined with a crossing across Buccleuch St on the east side of the street would provide an alternative route through town when the Whitesands is closed (or the Loreburn Bridge). At the moment, to get across Buccleuch street you have to cross in three cycles of the light and there are railings preventing pedestrian and bike access to College Street. This would also benefit pedestrians.
At the bottom of South Avenue, the road turns into a short cycle track. There is no dropped kerb.

The proposals for this route along Whiston Road include:
Removing some of the existing speed cushions and replacing them with raised carriageway
tables. These speed tables will be raised to footway level to provide a traffic calming feature
to assist in reducing the speed of traffic along Whiston Road, making it a safer environment for
pedestrians, cyclists and drivers.
